The current administration is working to rescind and revise guidance and regulations issued over the previous ten years, a deeply divided Congress can’t even agree on keeping the Federal Government funded and operational, the Every Student Succeeds Act is in the middle of the first full year of implementation, and a new career and technical education law is heading into a major transitional period.  Meanwhile, the Uniform Grant Guidance is still undergoing some minor changes, the new federal data standards are about to roll out from all federal awarding agencies, and the U.S. Department of Education (ED) is going through a significant reorganization.  In a time when things are changing rapidly and uncertainty reigns, it has never been more important to figure out how it all fits together to affect your federal programs.

To help you figure out how to fit all of these disjointed pieces together, Brustein & Manasevit, PLLC will be hosting our 20th annual Spring Forum at the Marriott Marquis in Washington, DC on May 8-10, 2019, “Aligning the Gears of Education: What Comes Next After Compliance, Performance, and Data.”  You will get a federal perspective on aligning these issues from officials from the Office of Management and Budget, ED, and the Department of Justice.  The firm’s attorneys will also provide updates on legislative, regulatory, and federal funding issues, as well as provide programmatic updates on ESSA, the Individuals with Disabilities Education Act, the Strengthening Career and Technical Education for the 21st Century Act, the Adult Education and Family Literacy Act, the Workforce Innovation & Opportunity Act, the Digital Accountability & Transparency Act, and more.  The Forum will also have both an introductory and advanced pre-session on the Education Department General Administrative Regulations which govern the rules and regulations that apply to your federal education grants.

Pre-Session Registration

With Forum Registration: $215/registrant

Without Forum Registration: $415/registrant

*In order to obtain the group rate, attendees must be from the same organization and REGISTER TOGETHER to qualify for any Group Rate.  Additional registrants may join a pre-existing group at the initial group rate; however, the addition of new registrants to a pre-existing group will not make the group eligible for further reduced rate, since the rate is set at the time of the initial registration.

Cancellation Policy & Refunds

Attendees are responsible for providing Brustein & Manasevit, PLLC with written notice of cancellation either via email, fax, or letter no later than April 18, 2019.  Please note that should you cancel after the date stated in the Cancellation Policy, you must pay for any expenses we incur on your behalf.  If you wish to receive a refund, and also prevent being invoiced for expenses that our firm incurred on the attendee(s) behalf, please ensure that the cancellation policy guidelines are adhered to.  If you are cancelling your Forum attendance, you must also cancel your hotel reservations and any other arrangements you made in order to attend the Spring Forum 2019.

PowerPoint Presentations

All attendees will have access to electronic versions of all PowerPoint presentations, appendices, and resources through a secure website and app prior to and during the Forum.


Continuing Professional Education Credits

Brustein & Manasevit, PLLC is an approved Continuing Professional Education (CPE) sponsor by the National Association of State Boards of Accountancy (NASBA).  All professionals wishing to obtain CPE credit can obtain up to fourteen (14) Specialized Knowledge-Technical CPE credits for attending our Group-Live 2019 Spring Forum.  All attendees who attend either of the optional pre-sessions will have an opportunity to receive up to three (3) additional Specialized Knowledge-Technical CPE credits.

There is no additional charge to receive CPE credits, however, all attendees must complete all of the requirements that are listed on the NASBA letter which will be available upon registration check-in.

This Forum is for all levels and experience within your organization, therefore, the Program Level is ‘Overview.’  There are no pre-requisites or advanced preparation required to attend and the material presented is provided on-site.

Learning Objectives

  • Become familiar with federal requirements/grants management systems (procurement, inventory, and financial management).
  • Understand federal education program rules as well as programmatic fiscal issues including maintenance of effort, supplement not supplant, and comparability.
  • Understand the potential consequences of audit findings and federal education program reviews.
  • Understand the internal controls that are required for federal grant eligibility.

Brustein & Manasevit, PLLC is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education (CPE) on the National Registry of CPE Sponsors.  State boards of accountancy have final authority on the acceptance of individual courses for CPE credit.  Complaints regarding registered sponsors may be submitted to the National Registry of CPE Sponsors through its website:  www.nasbaregistry.org
