10 Ways Data Intersects with Performance/Compliance

The Brustein & Manasevit, PLLC Fall Forum will occur at the historic Roosevelt Hotel in New Orleans from November 28-30, 2018.  The overarching theme of this forum will be the emerging significance of data metrics on performance and compliance with federal grant dollars.  Earlier this year, the White House released the President’s Management Agenda (PMA) for 2018.  One key item on this agenda is an effort to leverage data as a strategic asset to facilitate oversight and promote transparency.  The PMA is calling on federal awarding agencies to maximize the value of grant funding by applying a risk-based, data-driven framework that balances compliance requirements with demonstrating successful results.

This new focus on data means that even if grantees are meeting compliance requirements, those grantees that are not demonstrating successful results, as defined by the federal government, may risk losing grant funds.  Understanding what data the government is using, and how it measures success, is now a key component of securing federal funding during the Trump Administration.  The U.S. Department of Education, and U.S. Department of Labor, are an integral part of this data-driven initiative.  In conjunction with the PMA, we will be presenting on changes to privacy/confidentiality under FERPA, the new DATA Act, as well as the June 6, 2018 revisions to OMB Circular A-123.  If you are not familiar with the PMA, the DATA Act, FERPA, and OMB Circular A-123, you need to attend the Forum.

We will be providing each attendee at the Forum with the brand new EDGAR (Education Department General Administrative Regulations and Uniform Grant Guidance).  This 4th Edition, which is currently being updated, includes the most recent revisions and guidance from the Education Department and OMB, as well as the changes to the procurement thresholds recently enacted by Congress.

We will be covering the impact of the post-election results on federal funding as well as the very likely reauthorization of the Perkins Act.  General Sessions will cover internal control self-assessments, latest developments on indirect cost/administrative costs, record retention, “blending and braiding” federal grant funds, new measures on using grant funds for school safety, and the latest of OIG Audits.  Attendees will have 12 breakout sessions to choose from.

*In order to obtain the group rate, attendees must be from the same organization and REGISTER TOGETHER to qualify for any Group Rate.  Additional registrants may join a pre-existing group at the initial group rate; however, the addition of new registrants to a pre-existing group will not make the group eligible for further reduced rate, since the rate is set at the time of the initial registration.

Cancellation Policy & Refunds

Attendees are responsible for providing Burstein & Manasevit, PLLC with written notice of cancellation either via email, fax, or letter no later than October 29, 2018.  Please note that should you cancel after the date stated in the Cancellation Policy, you must pay for any expenses we incur on your behalf.  If you wish to receive a refund, and also prevent being invoiced for expenses that our firm incurred on the attendee(s) behalf, please ensure that the cancellation policy guidelines are adhered to.  If you are cancelling your Forum attendance, you must also cancel your hotel reservation and any other arrangements you made in order to attend the Fall Forum 2018.

PowerPoint Presentations

All attendees will have access to electronic version of all PowerPoint presentations, appendices, and resources through a secure website prior to and during the Forum.  IN OUR EFFORTS TO GO GREEN, WE WILL NOT BE OFFERING PRINTED MATERIALS.

Continuing Professional Education Credits

Brustein & Manasevit, PLLC is an approved Continuing Professional Education (CPE) sponsor by the National Association of State Boards of Accountancy (NASBA).  All professionals wishing to obtain CPE credit can obtain up to fourteen (14) Specialized Knowledge-Technical CPE credits for attending our Group-Live 2018 Fall Forum.  All attendees who attend either of the optional pre-sessions will have an opportunity to receive up to three (3) additional Specialized Knowledge-Technical CPE credits.

There is no additional charge to receive CPE credits, however, all attendees must complete all of the requirements that are listed on the NASBA letter which will be available upon registration check-in.

This Forum is for all levels and experience within your organization, therefore, the Program Level is ‘Overview.’  There are no pre-requisites or advanced preparation required to attend and the material presented is provided on-site.

  • Become familiar with federal requirements/grants management systems (procurement, inventory, and financial management).
  • Understand federal education program rules as well as programmatic fiscal issues including maintenance of effort, supplement not supplant, and comparability.
  • Understand the potential consequences of audit findings and federal education program reviews.
  • Understand the internal controls that are required for federal grant eligibility.
