Changes to Federal Grants Management and Federal Education and Workforce Requirements
Despite efforts at deregulation coming out Washington, DC, there have been significant changes to the world of federal grants management for colleges and districts. OMB has once again changed the rules on procurement. All grantees need to update their internal controls on inventory, cash management, allowability, travel, and procurement. Grantees are now completing their second full year under WIOA and AEFLA, and an updated Carl D. Perkins Career and Technical Education Act brings new requirements for States, districts, and colleges as implementations begins, including conducting a local needs assessment.
McLennan Community College is pleased that Michael Brustein, a recognized national authority, will discuss how all of these pieces fit together. He will explain the strategies neccessary to ensure that particular costs (salaries, equipment, consumables, travel, professional development) are allowable under EDGAR and the program statutes (Higher Education Act, Perkins Act, Adult Education and Family Literacy Act, Workforce Innovation and Opportunity Act), and he will walk through the changes from Perkins IV to Perkins V. This session will also provide attendees with updates on workforce and higher education-related issues from the 116th Congress.
