“The Game Changer”

The Office of Management and Budget (OMB) has decided to “collapse” the cost principles (A-87 and A-21), the administrative rules (A-102 and A-110) and the audit rules (A-133) into one new Circular.  The changes will have an immediate and dramatic impact on how state, local and postsecondary administrators implement the Perkins Act.  This NACTEI Pre-Conference will profile all the changes.  Each attendee will be provided a summary of the new rules.

In addition, the session will focus on the reduced federal support for CTE, the Administration’s frontal assault on Perkins CTE, and Perkins implementation issues that have surfaced in recent OVAE monitoring.  The discussion will also include The Administration’s Reauthorization effort requiring Basic Grant funding only to secondary/post-secondary consortia, the shift from formula to competitive funding, incentive grants, and “outcomes” based accountability.

Michael Brustein is a founding partner of the firm Brustein & Manasevit, PLLC, and is a nationally recognized authority on the federal delivery system for workforce and career/technical education.  He has authored/coauthored numerous books on Perkins (I), (II) (III) (IV), and the Tech Prep Education Act.
