On May 5-7th 2010, Brustein & Manasevit will bring together key officials from various federal agencies and our firm’s attorneys to address the most current issues facing State, local, and postsecondary administrators and auditors.  Attendees will receive the most up to date information on the American Recovery and Reinvestment Act of 2009 (ARRA), the latest on reauthorization efforts on the Elementary and Secondary Education Act (ESEA), and other issues affecting K-12 and Workforce and Postsecondary programs.  

Our guest speakers include Bryon Gordon, Assistant Director, Education, Workforce and Income Security, U.S. Government Accountability Office (GAO) who will discuss the GAO’s most recent ARRA findings and the GAO’s planned work for the future.  The Office of Inspector General (OIG) is expected to describe its ARRA internal control review process and findings on the expenditure of ARRA funds across the Nation.  Phil Maestri from Risk Management Service (RMS) in the Office of the Secretary of Education has been invited to speak on recent high risk grantees and the increasing emphasis on risk-based monitoring at both the Federal and State level. David Shreve, from the National Conference of State Legislatures, will provide a briefing on State education budget shortfalls.  Bob Evans, from Evans Consulting Group, will provide insight on Title IV, of the Higher Education Act (HEA), including recent developments under the law and preparing for a Title IV, HEA Program Review.  Brustein & Manasevit has also invited representatives from the Hill to discuss ESEA Reauthorization.  Additionally, attorneys from the firm will address a wide range of topical issues affecting all attendees.

Below is a draft agenda and the registration form. Once again payment is available on-line and on the registration form you will be asked to identify the breakout sessions you are interested in attending. We will be providing all attendees with an electronic version of all the PowerPoint presentations, appendices and resources.  However, in an effort to go green we ask that you specifically let us know whether you are willing to accept only the electronic version of these documents.   In addition, all attendees, even those only choosing to receive only the electronic version of forum documents, will receive a hardcopy of the “New EDGAR” – a compilation by Brustein & Manasevit and Thompson Publishing Group that includes the most recent version of the Education Department General Administrative Regulations (EDGAR) and Office of Management and Budget (OMB) Circulars.

The Forum continues to sell out weeks in advance, and there are only a limited number of rooms available at the Omni Shoreham Hotel at the conference rate of $241 a night. Additionally, Brustein & Manasevit is an approved Continuing Professional Education (CPE) sponsor by the National Association of State Boards of Accountancy (NASBA).  All professionals wishing to seek CPE credit can obtain up to seventeen (17) CPE credits for attending our Group-Live Spring 2010 Forum.  This Forum is for those of all levels and experience within your organization; therefore, the Program level is ‘Overview’. There are no prerequisites or advanced preparation required to attend and the material presented is provided on-site. 

Learning Objectives:

  • Become familiar with federal requirements / grants management systems (procurement, inventory and financial management).
  • Understand federal education program rules as well as programmatic fiscal issues including maintenance of effort, supplement not supplant, and comparability.
  • Understand the potential consequences of audit findings and federal education program reviews.
  • Understand the internal controls that are required for federal grant eligibility.
