On December 3 & 4, 2009, Brustein & Manasevit will conduct its Fall Forum on federal education funding and grants management at the Planet Hollywood Resort in Las Vegas. The Conference is entitled "Transparency and Change: Balancing Stimulus Funds, ESEA Reauthorization and Federal Grants Management." State, local, and postsecondary administrators will receive the most up to date information on ARRA funding, accountability, and reporting; the latest on reauthorization efforts on the Elementary and Secondary Education Act (ESEA); and an analysis of federal education policy initiatives under Secretary of Education, Arne Duncan. This is your opportunity to have all your questions answered.
Keith Rheault, State Superintendent of Public Instruction in the State of Nevada, will discuss his State's approach to ARRA funds. The Office of Inspector General (OIG) is expected to describe its current review of internal controls regarding the expenditure of ARRA funds across the Nation. The National Conference of State Legislatures will provide a briefing on state education budget shortfalls, and Congresswoman Dina Titus, a member of the House Education and Labor Committee, has been invited to speak on Congressional action on the ESEA Reauthorization. Attorneys from the firm will address a wide range of topical issues and, like all our presenters, will make themselves available for questions.
Below is a draft agenda. For the first time in 13 years, registration and payment are available on-line and credit cards (MasterCard, Discover, and Visa) are now accepted. On the registration form, located above, you will be asked to identify the breakout sessions you would like to attend. In addition, our firm is attempting to "go green" and reduce its amount of paper consumption. Therefore, please indicate on the registration form if you plan on bringing your own laptop, as we will be providing all attendees with a flash drive that includes all the power point presentations, appendices, and other resources, including sections of EDGAR and certain OMB Circulars. A hard copy of the material will be provided to attendees who request it on the registration form.
We urge you to register early. The Forum continues to sell out weeks in advance, and there are only a limited number of rooms available at the Planet Hollywood Resort at the conference rate of $139 per night. Brustein & Manasevit has become an approved Continuing Professional Education (CPE) sponsor by the National Association of State Boards of Accountancy (NASBA). All professionals wishing to seek CPE credit can obtain up to thirteen (13) CPE credits for attending our Group-Live Las Vegas 2009 Forum. This Forum is for those of all levels and experience within your organization; therefore, the Program level is an Overview. There are no prerequisites or advanced preparation required to attend and the material presented is provided on-site. Learning Objectives:
- Become familiar with federal requirements / grants management systems (procurement, inventory and financial management).
- Understand program rules as well as programmatic fiscal issues including maintenance of effort and supplement not supplant.
- Understand the designation and consequences to a high risk grantee designation.
- Understand the internal controls that are required for federal grant eligibility.
